Because there relationship is all about love... Sure. Before he'd marry Harley, he'd marry himself (or Batsy the only two things he really loves). I'd say in some shriveled up part of his heart he does loves her but it's way to conventional to really matter. His hate/love with the Bat keeps him warm at night.
I am a huge Harley fangirl, but even I know he doesn't love her. He is abusive and cruel and leads her on for his own uses. I still love them together, but I want to know where in the hell she is coming from.
He hasn't killed her, abandoned her, or gotten bored and forgotten about her.
For the Joker, that's a love for the ages.
Besides, Harley would get bored within days if Mr. J fully reciprocated. The relationship they have is as close to true love as those two wack-a-doodles can reach.
@Beachfox, you clearly don't remember the episode of TNBA where he was all set to drop a bomb the size of a subcompact car on Gotham City, knowing full well that she was within the blast radius. Or Mad Love, where she hung Batman upside-down so the piranhas would look like they were smiling, and he got pissed off at her over it.
To be fair, that's TAS and not the comics. Although in the comics hasn't she been running with the Gotham City Sirens, as an almost anti-hero type role, completely separate from the Joker for at least a year or two now?

Joker definitely loves Harley -- just in his own, insane, psychotic way. It doesn't make their relationship any more right, but it's true.
