And Robin Hood can be considered a rip off of previous historical & mythological figures such as Eustace the Black Monk, FitzWarren and even William Wallace.
I am reminded of an old quote among some History buffs: The Greeks told all the original stories. Not true really, but tracing the origin of myths and legends can lead one pretty far back in time.
He was more a rip-off of Batman, actually. Although both characters have developed quite a bit since the Golden Age, in the '40s, Green Arrow was basically a lamer version of Batman in a Robin Hood costume.
That said, everything's a remix anyway. Unless all he reads is Mesopotamian mythology or something.

To (inaccurately) quote Isaac Newton, "If I have seen further, it is only by standing on the shoulders of giants."
Green Arrow is only a rip-off or a knock-off if the creator saw Robin Hood and said "I want to make something like that". Otherwise, it's a coincidence. 'The Green Arrow' might've been uninspired, but that's as may be. Knock-off's are always deliberate.
The Green Archer was a novel written by Edgar Wallace & first published in 1923 - I'm guessing it might have been an influence on Green Arrow (first published 1941). Just saying.....
