This question is a bit like Batman vs. Superman. Cad Bane is clearly more of a schemer than a combat monster. When faced with Jedi, he has a fixed number of surprises on his person which he trades for time and distance to escape. If he's fighting his target and it's not on his terms, his only goal is to live to fight another day. Boba Fett is a more direct sort. He certainly uses traps and such when he can, but when he gets in a direct confrontation, he's in it to win it. Thus, in a knock-down drag-out fight, Boba Fett wins. If Bane manages to catch Fett in a trap (and Fett's no dummy), Bane wins.
