From what I heard, Raimi has never liked Venom as a character and didn't plan to use him in the movies, despite his popularity. He actually planned for the Vulture to be the other main villian in the third Spider-Man movie, and I've seen reports stating that he'd gotten the great Ben Kingsley signed on for the role... but he was forced to include Venom anyway. I don't know whether he actively made the movie bad at that point, or whether he just stopped caring because he hated the character, but that's the story as I've pieced it together from news and discussion.
Haha, well I have heard the theory that Raimi made the movie suck on purpose because of grievances or something anyway.
